COVID-19 haunts Chapel Hill officials prior to Franklin St. Halloween celebrations

Crowds and COVID-19 are two of the scariest things that could hit Franklin Street this year, according to Chapel Hill officials. The street will remain open to traffic on Halloween night, so long as the sidewalks don’t get too crowded. The town is recommending that people find something other than parading around Franklin Street to occupy their evening. But what?
