As it deals with new COVID-19 expenses, the UNC System’s budget in still in dispute

While the UNC system is constantly dealing with new challenges due to the coronavirus, one long-standing challenge still hasn’t gone away: Gov. Roy Cooper and the North Carolina Legislature never agreed on a budget this fiscal year for the UNC System.
