Chapel Hill attempts to make Halloween family-friendly

Chapel Hill has long been known for its Halloween festivities on Franklin Street. This year, the town of Chapel Hill moved the “Homegrown Halloween” event an hour earlier in an attempt to make the event more family-friendly and safer overall.

Many in the community think the change is for the better.
