Will shelter move stop panhandling?

Next week a new homeless shelter is scheduled to open in Chapel Hill. It will be located off of Martin Luther King Jr. Boulevard. At the same time, the Inter-Faith Council, the organization that runs it, will close the town’s former shelter on West Rosemary Street, which has been there since 1985. Some downtown business owners hope that distance will keep homeless men from panhandling in front of their stores. But that may not be the case.
