Hate crimes often difficult to prove

Almost immediately after the shooting, people in Chapel Hill — and around the world on social media – declared it a hate crime. But law enforcement agencies have stopped short of doing that, blaming instead the apparent obsession of accused gunman Craig Hicks about parking spaces.

Hate crimes can be difficult to prove in court, as Carolina Connection’s Alex Thomas reports.
