“Hometown Halloween” aims to reduce Franklin St. revelry

A few years ago, people flocked to Franklin Street on Halloween night from all over North Carolina. Students from ECU, NC State and Duke would join UNC students to dress up in outrageous costumes and celebrate the festivities.

Since then, the town has placed restrictions on local businesses and has tried to limit who can participate in what it calls a “home-grown Halloween.” Ashley Fernandez has more.
