No tricks or treats: Halloween will look different this year on Franklin Street

Halloween is just around the corner and it’s going to look a lot different in Chapel Hill this year. Town officials this month announced steps to discourage the annual gathering on Franklin Street. Unlike past years, the Town will not close the street to traffic.
