A drive-through window at a fast food restaurant isn’t unusual, but Chapel Hill has a reputation for making this kind of development difficult. The owner of the Dunkin’ Donuts on East Franklin St. wants to add a drive-through – and that’s started a long and controversial process to get the town’s permission.
