Chapel Hill imposes Halloween curfew for Franklin St.

The Halloween celebration on Franklin Street always attracts a crowd. The town of Chapel Hill closes down the street to traffic for a few hours, and students and families flood the street clad in their colorful costumes. But Halloween falls on a Monday this year, and the town will close the festivities on Franklin Street a bit earlier. That decision has caused some differing opinions within the community.
